- A report from a Parliamentary committee set up ‘To consider the present condition and future development of the Public Service in Great Britain with particular regard to the effectiveness of recent and continuing changes and their impact on standards of conduct and service in the public interest.’ It outlined the development of new public management in the late 20th century, just as New Labour was taking over.

- The report criticized the Leonard Cheshire doctrine, and advocates legislation to provide that ‘For the purposes of s. 6(3)(b) of the Human Rights Act 1998, a function of a public nature includes a function performed pursuant to a contract or other arrangement with a public authority which is under a duty to perform the function.’ [150].
