a.) Examine the Fragile States Index, http://fundforpeace.org/fsi/ and select one of the top 25 “most fragile” countries for further research. Be sure to read the page describing the measures. Using the country studies in the website, try to determine whether the country once had a strong state that then collapsed, or simply never had a strong state. What factors caused the state to weaken or caused the state never to develop in that country?
