Chapter 10 Guidance on answering the exam questions

Examine this statement and discuss whether there is a need for the House of Lords in the UK Parliament.

You need to analyse the role and functions of the House of Lords. Why can the argument be raised that it is ‘an archaic anomaly’?

  • Think about its origins (see Chapter 2 to help you).
  • What are its current role and functions?
  • Why does Peter Hain argue that it exists ‘on a democratic deficit’? Think about how members are appointed. What criticisms can be made of an unelected chamber, especially in the law-making process?
  • Then consider the merits of the House of Lords as a second chamber (see section 10.3.2.2).
  • Has its democratic deficit evolved unchecked? Think about the Parliament Acts 1911 and 1949, and the issues that have been experienced in attempting to reform it.
  • Is there a need for the Lords? Should it be abolished? Retained but reformed? Or kept as it is?
